Since Diocletian didn't like Rome as much, he ruled as Emperor of the eastern Empire, and since he didn't have an heir, he appointed his officer son-in-law Maximian as the Caesar of Rome. Despite being co-emperors with Maximian, Diocletian retained much of the power, and was considered the senior emperor with final say over major decisions.:
