But the women who headed to the polls in an election that year were not the first women ever to vote in the United States. Individual states had long made their own rules on voting rights. Some states allowed free black Americans to vote at the time that other black Americans in other states were enslaved; similarly, some women were allowed to vote in some states before 1920, while others were kept out of the voting booth. Women were voting right from the start in New Jersey, but not all of them, and not for long: Women with enough property could vote in the Garden State from 1776 to 1807. Kentucky and Kansas allowed widows to vote. But the state that was the first to allow all women to vote was Wyoming, which legalized female suffrage in 1869.:
