Step 2 : Answer to the question "Which city's resident declared himself Emperor of the United States?"

San Francisco - While the “Emperor of the United States” is not an official title, as you’re most likely aware, one eccentric San Francisco resident declared himself as such in the mid-19th century. In 1859, one Joshua Abraham Norton of San Francisco, California, took it upon himself to become “Norton I, Emperor of the United States.” This declaration came after Norton had filed for bankruptcy and disappeared into obscurity, only to reemerge in style by sending letters to city newspapers claiming, “At the peremptory request and desire of a large majority of the citizens of these United States, I, Joshua Norton, formerly of Algoa Bay, Cape of Good Hope, and now for the last 9 years and 10 months past of S. F., Cal., declare and proclaim myself Emperor of these U. S.” Instead of being ostracized for such an outrageous claim — as well as the eccentric imperial dress that accompanied it, including a blue uniform with gold epaulets and a hat with a peacock feather — the city’s citizens embraced Norton. Later tacking on the additional title, “Protector of Mexico,” Norton was able to issue his own currency that was accepted locally and his notoriety became a tourist trap of sorts, with photos and dolls sold locally. His legacy found its way into the writings of the era, and Norton became canonized in literature for his opulent claims.:
