Step 1 : Introduction to the question "Who had a vision of a man measuring Jerusalem?"
...The prophet Zechariah had a series of visions. One of them involved a man with a measuring line in his hand. When he saw the measuring line, Zechariah said, “Where are you going?” The man replied, “To measure Jerusalem, to see what is its width and what is its length.” In Jeremiah 31, the measuring line was used as a symbol of rebuilding a restored version of Jerusalem. Zechariah’s vision of a man with a measuring line was a picture of God’s protection. Jerusalem’s walls most likely hadn’t been rebuilt yet at this point in history. God would protect the city with His own presence. “I will be to her a wall of fire all around, declares the Lord, and I will be the glory in her midst” (Zechariah 2:5). This imagery is reminiscent of the pillar of fire that directed the Israelites’ steps as they fled from Egypt. God’s covenant was reinforced. He would be their God and they would be His people.
