The new dynasty did not know or care who Joseph the Hebrew was, though God had used him to save Egypt and the surrounding nations during a severe famine. The Hebrew people were growing in strength and size, and the new Pharaoh worried they would realize their power one day and leave to join their enemies to make war. As a result, the Pharaoh decided to establish a governmental position called taskmaster, a chief of burdens specifically appointed to make the Israelites miserable. The taskmasters' job was to oppress the people with hard labor that would break their spirits and make them slaves to the nation. They built up the country of Egypt through backbreaking and ruthless labor. Instead of the people diminishing in spirit and number, however, they grew. "But the more they were oppressed, the more they multiplied and the more they spread abroad. And the Egyptians were in dread of the people of Israel" (Exodus 1:12).
