Tiffany was awarded a $1,000 contract for the work which was carried out by James Whitehouse. Whitehouse was a seal engraver, and art designer of exceptional skill. While the elements remained the same as the original, Whitehouse cleaned up the look, making the Great Seal more dynamic and heraldic. The Great Seal was not Whitehouse's - or Tiffany's - first work on behalf of the government. During the Civil war, Whitehouse had designed the Corps badges used by the Union Army.
