The first state quarter to break that mold was that of Delaware, which was released on January 4, 1999. As Delaware was the first state to ratify the U.S. Constitution, it is fitting that “The First State” was also the first state quarter design introduced. On the tail, Founding Father and Governor of Delaware Caesar Rodney rides horseback on his famous midnight ride to Independence Hall, where he cast a vote for independence. :
