However, two states chose to opt out. In 1967, Hawaii argued that it didn't make much sense for them to change clocks since the sun sets and rises at about the same time every day because of its geographical position. The following year, Arizona also declined, although the Navajo Indian Reservation in the state observes Daylight Saving Time because the reservation stretches across several states.:
