Starting in 1919, the memorial was built by soldiers in the First World War. The road project was to provide soldiers employment upon their return home, and more than 3,000 soldiers who worked on the road slept in tent cities along the way. It took thirteen years to complete the road in 1932. Victoria’s Lieutenant Governor Sir William Irvine led the opening ceremony, in which Great Ocean Road was made an official War Memorial dedicated to those Australian soldiers who’d perished during the war.:
