According to Vice, the USDA's ruling has to do with food safety regulations. Scottish officials have lobbied to have the ban lifted, but efforts to date have been unsuccessful. As a result, some restaurants and caterers have created American versions of the dish, which don't contain sheep's lung but may include other traditional ingredients, such as liver, heart, oatmeal, onion, and spices.:
