Step 2 : Answer to the question "What national team competed in the World Cup despite not technically being a country?"

Serbia-Montenegro - You’d be correct in thinking Serbia-Montenegro was an underdog at the 2006 FIFA World Cup. However, you’d be mistaken in thinking Serbia-Montenegro was technically even a country. That didn't stop the soccer squad from representing the final remnant of the former Yugoslavia at the global tournament, demonstrating how difficult it can be to divorce athletics from politics. Serbia and Montenegro were two separate republics, the last two remaining after the breakup of Yugoslavia. Though their political union didn't last long, it was at least amicable — Montenegro voted for its own independence shortly before the World Cup. The joint team didn't perform well, alas: It lost all three of its games (against the Netherlands, Argentina, and the Ivory Coast, respectively) and failed to advance to the knockout round.:
